Celebrating the grand opening of Pleasant Grove Apartments

Mercy Housing California (MHC), together with the City of Roseville, financial partners, and community members, celebrated the grand opening for phase I of the Pleasant Grove Apartments, a new 49 home affordable housing community designed to support lower income families, older adults, and people with disabilities. The event marked a major milestone toward completing a thoughtfully designed, intergenerational 98 home development.

Located at 1715 Pleasant Grove Boulevard, Pleasant Grove Apartments offers affordable one , two , and three bedroom homes in an accessible, elevator served building close to schools, recreation areas, and transit. Developed by Mercy Housing California, the community was designed to promote stability and opportunity for residents through high quality housing, sustainable building features, and onsite support. MHC will continue to steward the property through onsite property management and robust Resident Services programming focused on education, economic advancement, health and wellness, and community engagement.

Strengthening neighborhoods where everyone can thrive together

The development was made possible thanks to the generosity and long term vision of Eskaton, which donated the land for both phases of the project. As a leading provider of housing and services for older adults, Eskaton helped ground Pleasant Grove in principles of accessibility, inclusivity, and intergenerational connection.

Today marks an important step toward making that a reality for more Roseville residents.” Said Tiffany Bohee, President of Mercy Housing California. “We’re profoundly grateful to Eskaton, the City of Roseville, and all our development and financial partners whose leadership is expanding opportunity and opening doors.”

The City of Roseville played a crucial role by providing major local funding and rental support, including investments through the Local Housing Trust Fund, the Prohousing Incentive Pilot Program, and eight Project Based Housing Choice Vouchers. Roseville’s early designation as a Prohousing community underscores its leadership in expanding housing opportunities for local families.

Vice Mayor Karen Alvord emphasized this commitment, noting, “The opening of Pleasant Grove Apartments reflects Roseville’s commitment to expanding stable, service-enriched housing that strengthens neighborhoods and meets the community’s housing needs.”

Empowering residents throughout the region

Financing partners also contributed essential resources. Enterprise Community Partners invested tax credit equity as the project’s limited partner, and Capital One provided the construction loan, ensuring the project could move from concept to construction.

Additional support came from the California Tax Credit Allocation Committee, Century Housing, LPAS Architecture + Design, and Next Phase Construction, which delivered Phase I on schedule.

Pleasant Grove’s all electric design, roof mounted solar panels, energy efficient heat pumps, and EV ready parking demonstrate Mercy Housing California’s commitment to building sustainable, future focused housing. Outdoor gathering areas — including a playground, dog park/pet area, and shared lawns — help foster connection and strengthen the fabric of the community.

With Phase I now open and welcoming families, Phase II is anticipated to be underway very soon. When phase II is completed, the Pleasant Grove Apartments will provide a total of 98 affordable homes designed to support residents across all stages of life.
